Is it worth bidding?

Our read: Conditional. This is a niche system-support vehicle. Technical evaluation centres on proven ability to run the existing HDB stack with named, qualified staff, so a general small IT firm without HDB history will struggle on best value. It becomes a bid if you have direct HDB or OpenDCS past performance, or can team with an HDB specialist while performing at least 50% of the work yourself.

How it is evaluated

Best-value tradeoff of Technical Capability and Past Performance against Price, with no numerical scores or adjectival ratings. The relative weights are not stated. The Government may pay a price premium and intends to award without discussions.

Traps to watch

Period-of-performance dates conflict

The solicitation, SF 1449 and CLINs use Feb 25, 2027 – Feb 24, 2032; Attachment 3 and the Ordering Guide use January 20 dates. That changes escalation in your rates.

Quote validity: 120 or 60 days?

The cover page requires 120 days; the embedded FAR 52.212-1(b) says 60.

Defects in the pricing workbook

A missing CLIN header in Option Year 3, blank cells in Option Year 4 and a 168.00000000000003-hour value, while offerors may not alter Government quantities.

Two Contract Specialist email addresses

The cover page and Section G list different addresses. Sending to the wrong one risks a late quote.

Demanding service levels

A 2-hour urgent response at any time implies 24x7 coverage, while availability hours are stated in Mountain Time.

No overall contract maximum

Only the minimum, single-item and combination-order limits are given.

Questions worth sending the Contracting Officer

  1. The solicitation uses 02/25/2027–02/24/2032, while Attachment 3 and the Ordering Guide use January 20 dates. Which dates govern the period breakouts and escalation?
  2. Which single address must receive the quotation email: [email protected] (cover page) or [email protected] (Section G)?
  3. Should after-hours urgent response be priced into the fixed hourly rates, or billed only under the labor-hour Emergency CLIN?
